Two Rivers Authority Executive Director Greg Smith was put on paid administrative leave after the TRA signed a contract with American Police Force (APF) to run it's empty jail.
A TV crew from Los Angeles NBC affiliate KNBC tried to visit the AFP headquarters in Santa Ana and were asked to leave before reaching the company's office address.
