YTP: A Delusional Halloween

It's been a while since we saw Mr. Wheeler and company, It's Halloween in Toonville City and all of the characters are being delusional at 6 PM! Andy, Kelly, Joey, Cobie, Tony and Matt shoot up Mr. Wheeler for giving them nightmares and are having their usual Halloween prank war crap while the Car Patrol takes down a peeing ghost who unsuprisingly was Tyler. Who gets the tricks and treats this year?
