That could be. Either way the original point of "parkour" was to simple go over obstacles to make travel more efficient. I don't see how climbing to the tops of buildings to jump from one to another is more efficient than staying on the street.
Basically it's an "extreme sport" for those too scared or poor to go participate in REAL "extreme sports".
