Out walking my dog down the sidewalk when a car rolls by with the passenger sitting in a weird position. As they start to pass me I hear a pop sound and they speed off. A second later I hear a water bottle cap hit the ground. Like the morons they are, they then pull into the closest parking lot of an apartment building. I pick up the cap and head over to them...
