PAYDAY 2 Won't Run, Open, Launch Fix (Voice And Written Tutorial)

It seems fraps doesn't record steam or winrar so that unfortuantely can't be seen but it is fairly easy to follow what I say but incase you would rather read it here is a full written tutorial.

First of all go the the this link - http://www.mediafire.com/?d4zqg79gukz13hy (Uploaded personally by me as previous links are broken)

Then go to files, and download the first one (d3d9dll) I downloaded from washington, I imagine any will work

Open up the winrar file once it has downloaded

And place the DLL file into the following location. Programme files X86, Steam, steamapps, common, payday 2 beta

Try running and it should run now.

If it doesn't then try the second link and if that doesn't work then it must be a different launching error. This is just what worked for me.
