Is Liberal Democracy Consent-based?

Can governments honestly be called consent-based, even if formed from elected representatives? A quick comparison with how we define consent in relationships (a practical definition based on avoiding abusive situations), shows the answer is clearly no.

If we want consent in politics, we need to move away from rigid, top-down legalistic governance towards a bottom-up model of free association and continuous reexamination of all agreements. In short, we need some form of left-wing anarchism.
