King Hui of Liang asked Mencius: "I often help disaster victims, while neighboring states don’t. Why isn’t my population larger than theirs?"
Mencius analogized: "In a battle, some defeated soldiers flee 50 steps, others 100 steps. Is it right for those who fled 50 steps to mock those who fled 100?"
The king replied: "No—both are deserters."
Mencius said: "Your Majesty understands this, so don’t expect more people. Your governance and your neighbors’ are just like 50 steps vs. 100 steps."
