You can no longer build a military, religious, entertainment and many other specialized buildings, not relegating them under a separate section. Want to barracks? Then you need to select the whole cell next to the city and spend a few strokes on the improvement of the military district. Your citizens feel sad? No theaters and amusement parks until you have "fun" quarter.
