Born in Los Angeles County in Southern California, Welsh-Treglia graduated in 1986 from California State University, Long Beach. Anne graduated on the Dean's list. Anne later graduated from Azusa Pacific University in Educational Administration in 1997. Welsh-Treglia was honored by Phi Lambda Theta,the National Honor Society for Education for maintaining a 4.0 G.P.A. Anne Welsh-Treglia graduated in December 2002 with her Doctorate in Educational Leadership and Administration. Anne currently lives in Huntington Seacliff with her husband of 27 years and their son.
