A permanent solution for Tharparkar

I am an Architect and I have developed a proposal for a locality that will be prone to drought.That can harvest fresh water, grow vegetables and fishes, can recycle all of its waste and use it in a closed loop model. The proposal is on its way to Thar but its propagation is dependent on the support we can get.
