Ghost estates are a prevalent monument to the reckless over-development and lending of Ireland’s builders and bankers during its economic boom, the Celtic Tiger era. This showed a failure of the government’s duty to protect the quality of life of its people. The NIRSA describes ghost estates as "a development of ten houses or more in which fifty per cent or less of homes are occupied or completed".
