Why Can't We Solve Kashmir?

In the wake of the Pulwama terror attack, Jammu and Kashmir seems to be entering into a new phase of militancy. The biggest cause of concern is that it was a local youth, and not a Pakistani national, who carried out the suicide attack. Strategic experts say Prime Minister Narendra Modi's muscular strategy to deal with terrorism in the Valley hasn't worked too well. While it's okay to use force to tackle terrorists, talks and engagement with local people, especially the youth, is crucial.
