What Manila Water arbitration case decision means?

If we are currently facing a problem in regards with electricity, our water bill will somehow ease our burden. The arbitration panel has already decided on a verdict regarding the case of Manila Water and Metropolitan Waterworks and Sewerage System (MWSS) in favor with the consumers. According to the arbitration panel, the Manila Water should not pass the income tax to consumers.
