Victoria changes strategy from trying to eliminate virus

There's been a dramatic change in approach to coronavirus from Victoria's health authorities and the vast majority of Victoria's restrictions will stay in place until vaccinations hit certain targets. The change in strategy comes despite the state recording its worst case numbers in nearly a year.
