Former finance minister and Council of Eminent Persons (CEP) chairman Tun Daim Zainuddin said the East Coast Rail Link (ECRL) project involving China Communications Construction Company Ltd (CCCC) needs to be handled with caution as it involves bilateral relations between two countries.
