Just as there are sometimes laws stating that the king is not subject to the state laws, similarly the Lord, being the creator and supreme controller of this material world, is not affected by the activities of the material world or subject to what we call the laws of nature. The living entities, by contrast, are entangled in the fruitive results of material activities because of their propensity for lording it over material resources.
