The Biden administration and TikTok have drafted a preliminary agreement that would change the data security and governance of the Chinese-owned video app. The deal would resolve national security concerns without requiring its owner, the Chinese Internet company ByteDance, to sell it. Officials from the Justice Department and Treasury Department, which are involved in the deal, express concerns that the deal still isn’t tough enough on China. TikTok has been under scrutiny by lawmakers and regulators for over two years over its ability to protect the data of American users from Chinese authorities.
