There were two opposing developments in the German states during the first half of the 19th century: the establishment wanted to save the monarchic order of the societies whilst the majority of the educated people wanted a liberal and united German nation state. The Carlsbad Decrees of 1819 were a decisive instrument of the German states to delay the rise of the non-nobility and the unification of Germany.
