In Spain, the Basque separatist group ETA recently confirmed it has started disarming. The announcement comes two years after it announced a permanent ceasefire. But the Spanish government doesn't recognise the commission tasked with monitoring the ceasefire, and it still isn't prepared to hold talks with the group. So what exactly has changed in the Basque country? Our team in Spain went to investigate, meeting victims of ETA's terrorist campaign as well as former ETA members.
