Smartmatic explains wrong PPCRV count

MANILA - Smartmatic president Cesar Flores on Monday said Parish Pastoral Council for Responsible Voting (PPCRV) made a mistake when it added up the data of the partial and unofficial results of the 2013 midterm elections.
