Should pet theft be a crime in itself?

Kent's animal welfare campaigners say pet theft is a growing problem made worse by the fact the crime's classed no differently to having a bicycle stolen.

More than 100,000 people have signed a petition calling for tougher penalties and the issue will now be considered for debate in parliament.
