Sans permit, militant groups arrive on Commonwealth

MANILA -- Despite the non-issuance of a rally permit, militant groups converged as early as 6 a.m. along Commonwealth Avenue in Quezon City to join protest actions as President Benigno Aquino III delivers his fourth State of the Nation Address (SONA) today.
