Leyte 1st District Rep. Ferdinand Martin Romualdez resigned as House Speaker to ‘allow full accountability and transparency in the wake of controversies hounding infrastructure projects.’
He said that the allegations involving infrastructure projects placed a ‘heavy strain on his leadership and the institution itself.’
