Rebel pullback in Congo delayed by munitions dispute

More obstacles to peace in Democratic Republic of Congo. West of Goma, M23 rebels have started coming down from the hills ahead of a planned withdrawal.

But despite signs of movement, a complete pullout from the city that rebels captured over a week ago, is unlikely.

Rebels want to be able to take weapons and other munitions from Goma with them --- It's an idea government has nixed outright. Rebels say they should be able to to take their logistical equipment and say the terms of the agreement are far from fair.

If it does happen, a rebel pullout would signal some progress in efforts to stop the eight-month-old insurgency in the eastern party of the country.
