A heavy rainstorm caused an underpass of Interstate 17 in Phoenix, Arizona, to flood on October 2.
The rainfall comes from the remnants of Tropical Storm Rosa, and local news reports said</a> it dropped over an inch of rain on the Phoenix area in the early hours of October 2.
