Philippines to investigate flood disaster

Almost 300.000 people have been displaced and at least a thousand are known to have died.
The Red Cross is appealing for $2.8m dollars to help their humanitarian efforts.
Meanwhile a Philippine task force is investigating whether the disaster was more man-made than natural.
