Palace defends bonuses for GOCC employees

Malacañang defended the bonuses awarded to employees of government-owned and -controlled corporations (GOCCs) in 2012. Secretary to the Cabinet Rene Almendras said state employees who perform well should not receive the same salary as bad-performing ones or they will be discouraged.
