On Bullies 2

In Certain Places in The Civil Service, there are those who have the Solution to a Problem. But, sadly, they are treated with contempt by those of the Starus Quo, who utilize Bully Tactics in order to keep things the way they are-Stagnant. Bullies in The Civil Service, use their tactics in order to hide their incompetence from others, substituting sheer quantity of statistics for a Solution. In short, the only answers they have are "Lies, Damn Lies & Statistics", as Disraeli would put it.
