OBS + VCE - More Streaming Magic

Amd has its own version of Nvidia's Shadowplay by default you wont be able to access it on OBS. Today I will show you how to unlock this feature for your AMD card. It should be very effective and draw very little performance off your machines cpu, and overall shouldn't effect your gameplay either.
