No safety for girls

The argument for capital punishment is that it's a deterrent . Especially when the police are themselves not doing their job And the judiciary has been ineffective in bringing the culprits to book.
Many countries punish rapists with castration. Some use chemicals for the purpose to reduce the sexual urge. A reversible process that is hardly a sufficient deterrent for the crime. And one that doesn't answer the question , where is the justice for the victim?
