Men Get into Argument Over Dog not Being Leashed

Info from Licensor: "This guy lets his dog out running every night in my street. On this particular night, his dog ran up to mine and tried to bite and bark and my dog. My dog was leashed, very protective and will bite. I saw him come out from the front of the house and look at me. He made no attempt to get his dog. I yelled to him 'Come get your fuckin dog or keep it on the leash, you idiot'. This seemed to have set him off. His dog is always out, this is not the first time."
