The Luzon electric grid is on yellow alert until at least Thursday with two power plants supposedly down. A Department of Energy official says the coal-fired Pagbilao plant in Quezon and the Tiwi, Albay geothermal plant are both down, taking more than 400 megawatts of capacity off the grid.
