Info from Licensor: "I was driving to work on a Tuesday morning. I had barley caught a glimpse of something moving in my rearview mirror when on my left I saw the car flying past me on the shoulder. Its hard to tell in the video but he locked up his brakes right away when he realized there was a parked Houston Police Department cruiser in his way. This driver picked the worst stretch of road to break the law on as it was a speed trap. The driver was promptly pulled over."
