GTA V Shenanigans - Suspicious Vehicle

Join me in GTA V for a little mock scenario I put together. A citizen called Blaine County dispatch regarding a suspicious vehicle in front of their house. I happened across it only seconds after a Sandy Shores officer was dispatched out. The car was still running and there was nobody in or around it. A computer check revealed that Los Santos County was looking for the vehicle and driver.
