Instead heavy storms have brought torrential rain and flooding.

Cellars of homes have been flooded out.

Cars have been stranded, forcing their owners to abandon them in the streets as the water rises.

Weather forecasters say some parts have had as much rain in a single day as they'd have expected for the whole month five times over.
