First Congo War

The campaign starts on 24 October 1996 and then ends on 16 May 1997. As a base for reinforcements I am assuming 2 turns per week making 56 turns. The war had two phases, the first where the rebels took control of the east which ended around 25 December 1996 and the next which started February 1997 when Angola entered which is about turn 26. I dont think it will be possible to reflect the January 1997 lull in activity as it was mainly due to non military circumstances, mainly that the rebels were happy with their eastern gains and Angola had not entered. However, in replay it will probably be quite simple to take the whole country in one go as there was not much left of the Zaire forces.
I have given some of the border towns larger objective threshholds and this should give a focal point to the pauses and reflect the replacement of the refugee camps etc. It is also worth noting that during this pause there was a lot of ethnic cleansing and genocide. I have not reflected that with units but the high value objective scores should reflect that in principle, ie, there was a lot going on in the lull period.
