Final report into Victorian system recommends full rebuild

Mental health advocates in Victoria are poring over a five-volume final report from the nation's first royal commission into the sector which found the state's mental system has catastrophically failed to live up to expectations. Penny Armytage says a tax could successfully fund ongoing systemic chage.
