The battle with BGH251f2 in the Galbadia Missile Base. Depending on the amount of time you set the self destruct system to, you may not have much time. It's better to set it to 10 minutes (the lowest time) if you want to raise your SeeD Rank. In the battle, Quezacotl and Thunder magic, as well as GFs can cause high damage to the boss, you'll need to do high damage especially if you are running out of time. After the boss is beaten, you will have to kill 2 Galbadian Soldiers and an Officer. Also remember to set the error ratio to maximum on the computer when you are disguised as soldiers or else it's game over after the battle.
