Faulty Gas Pump

Info from Licensor: "I stopped to fill up, noticed after three minutes the pump was only at $4. I pulled the nozzle out to see if gas was coming out, no gas. I pulled my phone to record, released the handle and the digital meter was still climbing. I notified the store manger with the video as evidence, she declined a refund. I shared the video to FB for family and friends, at their request I made it public, and it went viral. Turns out those pumps hadn't been checked since 2014. According to a new bill passed by Congress H.R.2174, a single pump must get 3 complaints before Texas Dept of Agriculture ...can inspect it. Just another way we are paying more and getting less as consumers. I declined a corporate refund presented after the video went viral. I understand mechanical issues happen, but I was unhappy with the way the manager handled the situation."
