Extremely Close Call for Dog at Intersection

Info from Licensor: "The dashcam of my car caught this video while I was stopped at a red light. A small white dog almost got run over by a car. The owner had their dog on a retractable leash. For unknown reasons, she didn't lock the leash and the dog darted into the intersection and a red car almost hit the dog. The dog owner was able to lock the leash, or it got to the end of the leash, and pull back their dog as the car came to an abrupt stop."
