Experts doubt changes to sector will lead to improvements

Federal Labor sold its childcare policy during the election as a win for families and women. But while experts agree the changes will initially make care cheaper they say thousands of children will continue to miss out unless there's a complete overhaul of the system including a pay rise for the sector's mostly female workforce.
