EU's memes would probably be removed under Article 13

Description

EUROPE — The European Union Commission used memes in tweets over the summer to respond to questions if they were banning them under new copyright rules.

If Article 13 of the EU Copyright Directive was law when they posted these, they could very well have been scrubbed by Twitter. This wants tech companies to filter out copyrighted content from uploads and websites via automation.

That'll largely leave algorithms as the judge and jury of what uploads are copyright infringement and what are not. The EU guarantees freedom of expression, but can a bot tell the difference between a rip off and legit fair use of a work?
