EU plans new migration system

Description
The European Commission is planning a new permanent system to relocate refugees more fairly across Europe.
The still-to-be-unveiled proposal will be discussed by EU interior ministers in two weeks time.
The bloc is struggling to cope with the influx of people from Syria.
“The proposal we want to come forward now is for a more permanent system in the sense that for each and every crisis that occurs and in which every member states that crisis occurs, a system will be automatically triggered,” said Natasha Bertaud, a spokeswoman for the European Commission.
“We’ll be able to distribute and relocate a proportion- it will always be a proportion and we’re never going to alleviate entirely the pressure – on a member states”.
Governments already rejected a similar temporary mechanism back in June to relocate some 40,000 people from Greece and Italy.
