Toronto Mayor Rob Ford is once again in the spotlight and surrounded by reporters after what he describes as a "minor setback."

This after a new video emerged showing Ford slurring his words and talking in a Jamaican accent about surveillance police carried out last year during a drug investigation.

Last year the embattled mayor promised to clean up his act after a crack-smoking scandal. But at a Wednesday press conference called to discuss a city budget vote, Ford said he had been drinking the night the video was shot. He maintains he is not addicted to drugs or alcohol and in late November said he had stopped drinking completely.

Ford has registered to run in this year's municipal election.
