In Brazil, corruption, trafficking, and vendettas are everyday realities for the police force. Since the arrival of Colonel Nascimento at the head of the intervention team, it seems that order is about to return. But when he and his men are required to intervene in a prison beset by violent riots, the situation quickly turns out of control and results in the death of several inmates. Consequently, Nascimento is assigned to a new post in a quiet office far away from all the action: is this assignment a punishment or a new way to fight crime?
