EFHL Late Night Loophole

It's play #15 of the 2nd quarter, but instead of running a scrimmage play, the Bears opt to kick a field goal instead (on 2nd down). I feel like that should count as a scrimmage play, otherwise there could be 2 additional plays (kickoff and 1 scrimmage play after the kickoff), negating the entire point of kicking a field goal on 2nd down (because time was about to expire). This looks like a strong candidate for a revision in EFHL 2nd Edition.
