Doha summit divided on action

The group agreed to set up a "trust fund" for the Benghazi-based council after uniting to demand longterm leader Muammar Gaddafi step down.
But diplomats are split on the legality of sending money which may be used to buy weapons.
Al Jazeera's James Bays was at the meeting in Doha and spoke to William Hague, British foreign secretary and German foreign minister Guido Westerwelle.
