When the day heats up, life slows down in Djibouti. Half of the male population on the Horn of Africa nation chew a mildly hallucinogenic drug called khat, a stimulant which suppresses hunger. Tax receipts make it financial manna for the state but it's popularity reduces productivity, helping keep the population in poverty.
