Did Water Freeze Solid While Running From This Faucet?

Douglas Miller had to leave his apartment for a period of time and decided to leave his water running in the sink in order to avoid it freezing in his pipes. However what Douglas didn’t take into account was the effect the plummeting temperature would have on the water while it was running.
