Crazy Person Provokes Ambulance

Crazy person in the middle of the street is provoking an ambulance. The ambulance drivers get out, put on their gloves. Seems they called Police backup as a police car arrives a minute later. Two police officers get out and... well sorry for the bad angle, can't really see how this continues. Anyway, it only happens in Miami... or Miami Beach in this case.
